Shouan Temple was first built during the Southern Song Dynasty's Chunyou period, originally named "Fu'an Temple," which means praying for the local people's prosperity and well-being. In the fifth year of the Yuan Dynasty's Yanyou period, the court granted the temple the name "Yongfu Shouan Temple." In the seventh year of the Qing Dynasty's Kangxi period, General Zhang Dazhi rebuilt Shouan Temple and constructed Jin'ao Hill behind the temple. After renovations and reconstructions through the Song, Yuan, Ming, and Qing dynasties, it was reopened in 1982.

Behind the temple, Jin'ao Hill, also known as Jinfeng Hill, was first built during the Song Dynasty. It is an artificial mound named after its resemblance to a golden turtle, originally serving as a navigational marker. The hill is covered with famous flowers and trees, including various Shanghai first-class ancient trees that are hundreds of years old, making it a famous scenic spot by the sea, with a far-reaching reputation. Fan Guotai composed a poem about the "Eight Scenic Spots of Jin'ao Hill," which include "Distant View of Jin'ao, Green Water Surrounding Pavilion, New Willows on the Long Embankment, Fragrant Lotus in the Distance, Shaded Clusters of Osmanthus, Snow-covered Plum Grove, Fish Viewing in the Back Garden, and the Bell Sound of Shouan Temple." In the 19th year of the Guangxu period of the Qing Dynasty, local gentry including Feng Taisong funded the construction of a 10.5-meter-high hexagonal Zhenhai Pagoda on the peak of Jin'ao Hill. The front of the pagoda has the vertical inscription "Treasure Rises Here" and the horizontal inscription "Zhenhai," with the three walls facing east, south, and west inscribed with the characters "Peace, Quiet, Stability," meaning to stop the sea from collapsing. Today, the hill and temple are integrated, possessing both the charm of ancient temples in deep mountains and the elegance of famous temples in the plains.
