Constructing New Roads: the Road Network Extending in All Directions

The road network extending in all directions runs through Chongming. In recent years, Chongming has completed the construction of the third round of ecological island road project, with the new reconstruction and expansion projects of 123 kilometers of key roads such as Chongming Avenue, Beiyan Highway, Jianshe Highway and phase I project of Huandao Landscape Road put into operation, improving the regional road network of "four horizontal and seven vertical" in Chongming.

While building new roads, Chongming has widened old ones. It completed the about 18-kilometer upgrading and reconstruction project the east section of the main road of Chenhai Highway. Through the widening and reconstruction, it has changed from "4 fast lanes and 2 slow lanes" to "6 fast lanes and 2 slow lanes", and 9 pedestrian bridges have been set up to reduce the intersections. "When we went to Chongming during the holidays and vacations, we found that the roads became wider, the traffic jams were less, and the road was much smoother!" This was the intuitive feeling of many citizens.

In 2021, the 10th China Flower Expo was successfully held in Chongming. In order to use broad roads to welcome the grand meeting, 8 roads around Flower Expo Park, including Linfeng Road, Yuanbei Road, Fengying Road, Dongrui Road and Dongbi Road, are newly reconstructed and expanded. They have not only widened, but also lightened. Street lamps have been installed on many roads, including Gangdong Highway and Panlong Highway. A total of 55 kilometers of road lighting projects have been completed, improving the safety and comfort.

New progress was made in a number of major transportation projects. It is learned from Shanghai Shentong Metro that recently, on the construction site on the east side of Shanghai Yangtze River Bridge of G40 Shanghai Shaanxi Expressway in Changxing Island, the concrete pump trucks are carrying out the final pouring operation on the foundation pit roof, which marks the capping of the main structure of No. 2 shield transfer section of section 111 of Chongming Line of Shanghai Rail Transit, creating the favorable conditions for the construction of the whole Chongming Line.

This year, the feasibility study report of Shanghai-Nanjing-Hefei section of Shanghai-Chongqing-Chengdu High Speed Railway, which has attracted much attention, has also been approved. Chongming is located in the north wing of Shanghai. It is the strategic intersection of the integration development of the Yangtze River Economic Belt and the Yangtze River Delta. Focusing on Ecology: Full Coverage of Green Energy

Green development should go ahead of traffic development. Taking public transport, taxis and official vehicles as the leading demonstration, Chongming has planned the overall layout of the development of new energy vehicles in various fields to promote the construction of low-carbon green transportation in Chongming, providing convenience for people to travel.

Since 2015, Chongming Public Transportation Company has formulated the renewal plan of new energy buses, implemented step by step and gradually expanded the coverage of new energy buses. By the end of 2017, it will take the lead in achieving to cover the whole region of Changxing and Hengsha Islands with the new energy buses. By the end of 2018, it will achieve the full coverage of new energy buses in Chongming. Up to now, there has been 605 new energy buses in bus system in Chongming, accounting for 93% of the total number of vehicles.

In April 2019, two pure electric taxis, Roewe Ei5, first appeared in Chongming and was put into trial operation. At the end of July 2019, all 227 fuel taxis in Chongming were replaced by new energy taxis in two batches. 229 taxis were transformed into new energy taxis, achieving full coverage of new energy taxis in Chongming. Chongming took the lead in realizing the full coverage of the new energy taxis in the whole region, and also became a typical case of green travel in urban agglomeration in the Yangtze River Delta.

For example, a new batch of new energy buses are equipped with ECAs electronic control air suspension, automatic heating rear-view mirror, safety belt buzzer, binocular electronic emergency braking system, battery charging system, and etc., which effectively prevent, reduce and curb the traffic accidents.

In order to coordinate with the putting into use of new energy vehicles, Chongming has continuously promoted the construction of new energy charging facilities and increased the proportion of new energy charging facilities in point land supply projects. By July 2022, there have been 685 public charging piles and 1,927 special charging piles networked in Chongming, with a new-energy taxi charging demonstration station constructed.

Chongming is flat and suitable for green cycling. In 2019, Chongming Public Bicycles were fully launched. By the end of 2021, there had been nearly 2,000 public bicycles in Chongming. The use mode takes into account the advantages of shared bicycles and public bicycles. Matching return piles are installed at each parking point, which meet the needs of urban management and are easy for management, parking and maintenance.

Benefiting People's Livelihood: Comfortable, Convenient and Good Service

The ultimate goal of the transformation and upgrading of a series of transportation facilities is to benefit the people. Starting from the details, Chongming's traffic development achievements benefit the public and make the public travel more trustworthy, satisfying and comfortable.

The three islands of Chongming are endowed with excellent ecological endowment. Along the roads, there are green and the scenery everywhere, which brings the citizens beautiful enjoyment. The first phase of the Yangtze River embankment around the island, known as the "Hundred-mile Ecological Belt of Yangtze River", integrates flood prevention, ecology, landscape, slow traffic, leisure tourism and other functions, and has become an online red card point for citizens to play. Dongping National Forest Park, Guangming Farm and Various Rural Scenery Resources are distributed along the Beiyan Highway, which is known as the condenses green along Beiyan Road. During the road reconstruction, the low embankment form is adopted, and trees, shrubs, vines and herbs are arranged in the surrounding green environment to form a beautiful and harmonious three-dimensional plant community and create an ecological landscape corridor.

The main roads in cities and towns are ecologically beautiful, and the small roads in rural areas are also upgraded by way of widening, changing white concrete roads to black asphalt roads, and adding passing belts. In recent years, flat and wide asphalt roads have been built. From 2018 to 2022, Chongming completed the upgrading of 377 kilometers of rural roads in Chongming’s rural area. Since 2019, 20 roads have been rated as municipal "four good rural roads" demonstration roads. Chongming has been named the national "four good rural roads" demonstration county by the Ministry of Transport, the Ministry of Agriculture and Rural Affairs and the Poverty Alleviation Office of the State Council. The rural roads with crisscross pathes, green trees and clear birds not only facilitate traffic, but also become a new choice for citizens to walk and enjoy the scenery.

In recent years, the reconstruction and expansion project of the new ramp at the Changxing Island entrance and exit of G40 and the west service area have been completed and put into use, improving the traffic service efficiency. In addition, Chongming newly built Shengshan Road New-Energy Bus Parking Lot in Chengqiao Town and Changxing Bus Vehicle Maintenance Yard, upgraded Baozhen Bus Station and Nanmen Waiting Room, etc., with the transportation supporting facilities improved.

Service lies in details. For the convenience of passengers, Chongming has set up a new electronic station board system at the bus platform to realize accurate arrival information forecast. On the frosted electronic ink display screen, the white background and black characters are clear and eye-catching, and the weather, date, station names, destination, bus line arrival time and other information are clear at a glance. This ink screen adopts solar charging technology, which is environmentally friendly and energy-saving. It is not dazzling under the strong sunlight, and is easy to read at night, bringing more comfortable experience to the waiting passengers.

Once upon a time, parking in the old urban area of Chengqiao Town was a difficult problem. In this regard, the District Transportation Committee has increased the supply and alleviated the parking pressure by means of internal potential tapping, external construction, adding road berths, and sharing of peak shifts by government agencies, enterprises and institutions. Since 2021, the construction of 2 public parking resources has been completed. In addition, the time charging period of road parking was adjusted and compressed, and the time period of time charging was increased. A total of 4 public parking lots and 2 government agencies, enterprises and institutions were included in the peak shift sharing.
