In the afternoon, the signing ceremony of the framework agreement on strategic cooperation between Shanghai Municipal Science and Technology Commission and Chongming District Government and the launching ceremony of "Shanghai Carbon Neutralization Technology Innovation Alliance" and "Shanghai Changxing Carbon Neutralization Innovation Industrial Park" were held. Huang Zhen, vice chairman of the municipal CPPCC, academician of the Chinese Academy of Engineering and chairman of Shanghai Carbon Neutralization Technology Innovation Alliance, Xu Feng, chief of the Municipal Science and Technology Work Party Committee, Miao Jing, deputy chief of the District Party Committee and district governor, and others attended the ceremony and jointly launched the "Shanghai Carbon Neutralization Technology Innovation Alliance" and the "Shanghai Changxing Carbon Neutralization Innovation Industrial Park".

According to the speech of Zhang Zhen, achieving carbon peak and carbon neutralization is a significant strategic decision made by the Central Committee of the Communist Party of China (CPC) led by Xi Jinping with the consideration of domestic and overseas situations. To achieve the "double carbon" goal, we must closely rely on a series of subversive and revolutionary energy technology breakthroughs as strategic support, and strive to become the leader of the new track through "double carbon" scientific and technological innovation to meet the arrival of a new round of industrial revolution. Guided by the technological needs of the "double carbon" field, Shanghai Carbon Neutralization Technology Innovation Alliance will accelerate the breakthrough and industrialization of core technologies, promote the transformation of green and low-carbon scientific research achievements into real productivity, jointly build an influential carbon neutralization technology innovation platform, help the construction of Chongming world-class ecological island and carbon neutralization demonstration zone, and make due contributions to the high-quality development of Shanghai.

Miao Jing said in his speech that this signing is not only an important measure to accelerate the construction of a world-class ecological island carbon neutralization demonstration zone, but also a specific action to serve Shanghai's scientific and technological innovation and development and the implementation of the national strategy. We will speed up the establishment of scientific and technological innovation and industrial R & D platforms, explore carbon neutralization demonstration projects that can be replicated and promoted in line with Chongming's actual conditions, and strive to create a green low-carbon technology development and application and industrial highland. We will actively build Changxing Industrial Park into a first-class carbon neutralization technology innovation experimental base and carbon neutralization technology achievement demonstration base, and accelerate the implementation of "double carbon" technology application achievements in Chongming.

According to the agreement, the Municipal Science and Technology Commission and Chongming District Government will, in accordance with the principle of "focusing on national strategy, pooling advantageous resources and coordinated innovation and development", closely focus on Shanghai's development strategy of accelerating the construction of a science and technology innovation center with global influence, focus on carbon neutral technologies and industries, and work together in aspects of improving the ability of innovation strategy, promoting technology R & D and achievement transformation, accelerating industrial development and project implementation and improving education and training and science popularization service capabilities, so as to help Chongming build a world-class ecological island carbon neutralization demonstration zone.
